Workforce Housing Phase 2A

Five completed workforce homes in Chris Mountain II and Trails

Workforce Housing Phase 2A adds five new single-family homes in the Chris Mountain II and Trails subdivisions, continuing PSCDC's multi-phase effort to expand attainable homeownership opportunities for local workers. The homes are complete and are being offered to qualified workforce buyers through PSCDC's Housing Opportunity Process.

Phase 2A builds on the first 10 homes completed through PSCDC's Workforce Housing Initiative and continues the partnership with BWD Construction, which has served as the initiative's builder to date.

Buying a Phase 2A home

Who qualifies for Phase 2A?

Phase 2A serves eligible local workforce households seeking to purchase a primary residence in Archuleta County. Requirements are specific to this phase and its funding terms.

Eligibility requirements include:

  • Household income within the applicable Phase 2A Area Median Income (AMI) limits, including the existing 100% AMI threshold
  • Qualifying employment, primary residency, and applicable asset and property ownership requirements
  • Mortgage pre-qualification and the ability to secure financing
  • Agreement to deed restrictions designed to preserve long-term affordability

Not sure whether you qualify? Start with the eligibility pre-application. The housing coordinator can help review the requirements and explain possible options.

Housing Opportunity Process

PSCDC uses a Housing Opportunity Process (HOP) to provide qualified households an opportunity to purchase available workforce homes.

Start by submitting an eligibility pre-application. Applicants must complete income verification and mortgage pre-qualification before participating in the applicable home-selection process.

After reviewing the information, PSCDC will explain available homes, documentation, selection procedures, and next steps.

Submitting a pre-application does not guarantee eligibility, selection, or home availability.

What you will need

Before applying, be prepared to provide basic household, employment, income, and current housing information. Supporting documentation may include recent pay statements, tax information, employment verification, and financial records needed to establish eligibility and financing qualifications.

Additional documentation may be required during the review process.

Builder and partners

BWD Construction, a local builder, completed the five Phase 2A homes, continuing the partnership established during Phase I. The project reflects collaboration among PSCDC, Archuleta County, the Town of Pagosa Springs, utility providers, lenders, housing organizations, and other community partners working to expand attainable homeownership.
