Workforce Housing Phase 2B

Five additional workforce homes in development

Workforce Housing Phase 2B will add five single-family homes to PSCDC's ongoing effort to expand attainable homeownership opportunities for local workers and families in Archuleta County.

The project builds on the first 15 completed homes, incorporating lessons learned about construction costs, financing, infrastructure, and long-term affordability. BWD Construction, the local builder responsible for the earlier phases, is under contract to construct Phase 2B and Phase 3.

Planned homes

Phase 2B includes five detached, single-family homes designed for qualified workforce buyers. Current plans include three two-bedroom homes and two three-bedroom homes, with energy-efficient construction, attached garages, and materials suited to Southwest Colorado.

Final floor plans, specifications, pricing, and availability will be provided as construction plans are finalized.

Development progress

PSCDC has advanced Phase 2B through planning, infrastructure improvements, financing coordination, and builder selection. The project benefits from earlier investments in roads, utilities, and other infrastructure in the Chris Mountain II and Trails subdivisions, reducing some of the costs and barriers associated with new home construction.

BWD Construction is under contract for the next 15 homes across Phase 2B and Phase 3. Construction timing will depend on project financing, permitting, and other development requirements.

Who qualifies for Phase 2B?

Phase 2B will serve eligible local workforce households seeking to purchase a primary residence in Archuleta County.

Eligibility requirements may include:

  • Household income within the applicable Area Median Income (AMI) limits
  • Qualifying employment and primary-residency requirements
  • Applicable asset and property ownership restrictions
  • Mortgage pre-qualification and the ability to secure financing
  • Agreement to deed restrictions designed to preserve long-term affordability

Specific income limits and qualification requirements will depend on Phase 2B funding and program terms. PSCDC will publish confirmed eligibility criteria before the formal home-selection process begins.

Housing Opportunity Process

PSCDC will use the applicable Housing Opportunity Process (HOP) to provide qualified households with an opportunity to purchase available Phase 2B homes.

Prospective buyers will begin with an eligibility pre-application, followed by income verification, mortgage pre-qualification, and the applicable home-selection process.

The multijurisdictional housing coordinator will provide information about requirements, documentation, available homes, and next steps as Phase 2B progresses.

Submitting a pre-application does not guarantee eligibility, selection, or home availability.

What you will need

Prospective buyers should be prepared to provide basic household, employment, income, and current housing information.

Supporting documentation may include recent pay statements, tax information, employment verification, and financial records needed to establish eligibility and financing qualifications.

Additional documentation may be required during the review process.

Builder and partners

BWD Construction will continue as PSCDC's construction partner for Phase 2B, building on the experience gained during the first 15 homes. The project reflects ongoing collaboration among PSCDC, Archuleta County, the Town of Pagosa Springs, utility providers, lenders, housing organizations, and other community partners working to expand attainable homeownership.
